WASHINGTON, D.C. (USDVA) - Starting July 1, 2023, with a 30-day grace period to avoid harming Veterans, the U.S. Department of Veterans' Affairs (VA) will no longer accept hard-copy paper or PDF enrollment certifications for GI Bill students. Once this is in effect, School Certifying Officials (SCOs) must submit enrollments through Enrollment Manager to decrease manual processes, enhance student data protection and improve the delivery time for benefits payments. School certifying officials who submit paper or PDF enrollments will receive email communications and trainings about this requirement and are encouraged to log in to Enrollment Manager before July 1, 2023.
VA is extending the transition period from the previously communicated effective date of June 6, 2023, to give school certifying officials additional time to utilize Enrollment Manager.
Using Enrollment Manager provides numerous benefits such as:
- Automation will increase both the accuracy and timeliness of benefit payments, including tuition and fees paid directly to the school.
- Having all submissions in one place will be helpful if a school is selected for a Compliance Survey or a Risk-Based Survey.
- Enrollment Manager’s enhanced security features will protect student data to a greater degree than paper forms in file cabinets or PDFs on a personal computer.
